Aren't d notices usually put out by mi5 whereby the topic is considered relevant to national security? In that case must be some big names they are trying to protect.

Thing is that they are only advisory and editors can choose the ignore them, sounds like a system which those in power tell their press minions and what to publish and what to ignore.

They are also supposed to apply to military operations and not anything else however just like the Anti Terror Act they abuse the system.

They *can*choose to ignore them, but who really is going to do that? I'm sure the consequences of doing so are spelt out.
